All government offices, schools and colleges will be closed on Wednesday, said the Chief Minister's Office in a statement.
Jagannath Temple administration has invited representatives from 90 religious shrines and institutions across the Indian federation, to attend the event.
The updation project includes parking spaces, Shree sethu -a bridge-, pilgrimage centres, new roads, toilets, cloak rooms and other amenities around the Jagannath temple, Puri.
